Harris has an expert understanding of the latest stormwater and environmental mandates—including the U.S. EPA's National Pollutant Discharge Elimination System (NPDES)—as well as state regulations, such as the California State Water Resource Control Board’s Municipal Storm Water Program. We also have deep expertise preparing Stormwater Pollution Prevention Plans to protect rivers, lakes, coastal waters, and flood control facilities from sediment and other pollutants during construction activities.

Stormwater projects have the potential to serve communities as more than traditional infrastructure upgrades. Harris is passionate about multi-benefit stormwater and flood control projects like the McKelvey Park Flood Detention Basin—a $25 million multi-use flood detention basin and five-acre baseball park in Mountain View, CA—for which we provided biddability and constructability reviews, construction management, and inspection services.

In addition, we parlay the knowledge we’ve gained from the planning and permitting processes into design and construction efficiencies. For example, when wildfires and a record rainy season caused stormwater to wash out Palo Colorado Road, Harris accelerated emergency repairs by presenting three design alternatives, each accounting for environmental permitting and financing complexities.

Specialized Water Consulting

Similarly, there are multiple layers to Harris beyond our role as construction managers. Our thought leaders consult with water utilities on rate studies and financing mechanisms to remain solvent amid ever-changing conditions. We also offer guidance to public agencies on stormwater project funding strategies through Prop 1 grants and FEMA Hazard Mitigation Assistance, SB231 provisions, and MS4 permitting for Low Impact Development, to name a few.
