She specializes in National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) compliance, regulatory permitting, and mitigation strategies. Known for her collaborative approach, Michelle excels in building partnerships and fostering strong relationships with local, state, and federal agencies.

Michelle’s expertise is shaped by her tenure as Southern California Manager for the California High-Speed Rail (HSR) Program and as Environmental Office Chief at Caltrans, where she managed over 400 projects annually, with budgets exceeding $2 billion. Her work on the HSR program includes overseeing environmental compliance for the 32-mile Construction Package 1, navigating 57+ permits across urban and agricultural settings.
