Shahira Ashkar

Shahira Ashkar leads environmental teams to support clients in successfully navigating environmental regulations and policies, benefitting clients, communities, and the environment. As a senior project manager, and puzzle addict, nothing is more satisfying for her than finding that win/win scenario.

Shahira started her career in environmental consulting as an archaeologist nearly 30 years ago, and still keeps a finger in that realm, giving her a deeper understanding of cultural resources and Section 106 of the NHPA than most project managers. For the past 20 years, she’s been managing the preparation of CEQA and NEPA documents, primarily for development and transportation projects. She’s worked closely and extensively with Caltrans, managing on call environmental services contracts and stand-alone projects, and is fluent in their processes, including understanding NEPA assignment and the Section 106 Programmatic Agreement. She’s worked on projects on and off the state highway system, with and without Caltrans involvement or oversight. She’s led the preparation of all levels of CEQA and NEPA documents and has experience complying with a wide variety of state and federal regulations.
