Chris Thomas

With over 17 years of experience in municipal finance and planning, Chris brings a wealth of expertise in public finance district formation and administration. He has served as a trusted advisor to public agencies, specializing in the management of districts established under various legislative acts, including the 1972 Landscaping and Lighting Act, Mello-Roos Community Facilities districts, Community Service Areas, the Benefit Assessment Act of 1982, and Sewer Districts under the Health & Safety Code.

Chris has led numerous consulting projects related to infrastructure financing, leveraging his background in special district formations, special tax and assessment calculations, arbitrage rebate compliance, and disclosure services. His previous experience as an auditor with Deloitte has provided him with a strong foundation in financial best practices, ensuring that his clients receive sustainable and compliant solutions for their funding needs.

A dedicated advocate for client engagement, Chris’ focus is on building long-term partnerships and acting as a reliable resource for his municipal clients. His technical expertise in the formation and administration of special districts, combined with his deep understanding of the development process, allows him to offer financially sustainable and pragmatic solutions.

In addition to his work as a consultant, Chris is a current member and former chairperson of the City of Menifee Planning Commission. His experience includes zoning and land use, General Plan formulation, EIR/CEQA compliance, public hearings, and drafting ordinances, policies, and procedures. This dual perspective as both a consultant and city official provides Chris with a unique ability to navigate complex municipal challenges and deliver tailored results.
