City of Rancho Palos Verdes Special District Finance Service

Since 2004, Harris has administered special districts for the City of Rancho Palos Verdes—including the Citywide Landscaping and Lighting Maintenance District and Storm Drainage District. These districts comprise over 15,000 parcels and several zones of benefit.

At the start, Harris prepared the district’s Engineer’s Report and assisted the City Engineer and Director of Finance with developing the Engineer’s Report, conducting a series of pre-hearing public workshops, and preparing the assessment roll for the County Auditor’s office. 

Over the past decade, the City of Rancho Palos Verdes has turned to Harris for annual renewal and administration services, and to serve as a resource for City staff on funding options and strategies for the City’s special districts.

Harris continues to assist the City with the annual renewal and administration of the district. Specific services include:

• Preparing the annual Engineer’s Report
• Providing assistance at City Council meetings
• Updating the database each year per the latest County Assessor’s Roll
• Submitting the assessments to the County for inclusion on property tax bills
