County of Maui Department of Water Supply Water Rate Studies

Since 2017, Harris & Associates has conducted water rate studies and related work for the County of Maui Department of Water Supply (DWS). Engagements have included a review of water system development fees and the development of a five-year rate proposal.

Having a trusted long-term advisor proved crucial for DWS during its most recent rate update, which coincided with the COVID-19 global health crisis.

Starting in April 2020, Harris helped DWS determine how to address rates during the pandemic and made two presentations to the Water Board with recommendations. DWS ultimately decided to defer the first year of a five-year rate proposal to reflect the expected economic hardships caused by the pandemic.

Through the COVID-19 crisis and for three years prior, Harris has provided consulting to DWS with a rate update, board presentations, and a review of their water system development fees.
